Indonesia: Light-duty: Emissions

Overview

Euro 4 equivalent emission standards for gasoline vehicles in Indonesia came into effect in 2018. For diesel vehicles, they were set to be effective in April 2021. Due to the COVID-19 pandemic, the timeline for diesel vehicles was pushed back to April 2022 (for both light- and heavy-duty vehicles). The degree of enforcement is uncertain given the lack of an implementation date for in-production vehicles.

Applicability
New passenger vehicles type; commercial vehicles < 3500 kg

History

Maximum permissible emission limits for new light-duty vehicle types and current production imported or domestically assembled vehicles were first established by MoEF Decree No.141/2003 in 2003. The regulation required new passenger vehicle types and new commercial vehicle types ≤ 3500 kg to meet Euro 2 standards beginning in 2005, and current production of vehicles of the same categories to meet Euro 2 standards beginning in 2007.

The amendment of that regulation, implemented via MoEF Regulation No.04/2009, pushed back the implementation date for vehicles with compression ignition (diesel) engines to March 2011 and eliminated the mandate for current production vehicles to meet the Euro 2 standard.

MoEF Regulation No. P.20/MENLHK/SETJEN/KUM.1/3/2017 was issued in 2017, and this regulation automatically superseded the previous Euro 2 equivalent regulation.

Technical Standards

Indonesian emission requirements for light-duty vehicles are summarized in the following tables.

Emission standards for new light-duty gasoline vehicles
No. Categorya CO HC NOx
(g/km)
1 M1: GVWb ≤ 2.5 tonnes 1.0 0.1 0.08
2 M: GVW > 2.5 tonnes or N1: GVW ≤ 3.5tonnes
Class I: RMc ≤ 1305 kg 1.0 0.1 0.08
Class II: 1305 kg < RM ≤ 1760 kg 1.81 0.13 0.1
Class III: RM > 1760 kg 2.27 0.16 0.11

a In cases when number of passenger seats and GVW do not match the categorization as above, the GVW emission standard applies.

Gross Vehicle Weight

c Reference mass = empty weight + 100 kg payload

Emission standards for new light-duty LPG/CNG vehicles
No. Categorya CO HC NOx

Class II: 1305 kg < RM ≤1760 kg 1.81 0.13 0.1
Class III: RM > 1760 kg 2.27 0.16 0.11

a In cases when number of passenger seats and GVW do not match the categorization as above, the GVW emission standard applies.

Gross Vehicle Weight

c Reference mass = empty weight + 100 kg payload
